Assoc Prof Dr Muhammad Faishal Ibrahim asked the Minister for National Development whether he will consider the inclusion of repairs to the ceilings of flats on the top floor as part of the Home Improvement Programme for HDB flats.
Mr Khaw Boon Wan: The Home Improvement Programme (HIP) provides improvements within flats to enhance the living conditions in older flats and address common maintenance issues. Repairs to spalling concrete and structural cracks in flats, including the top floor units, are covered under HIP.
However, in cases where the ceiling leaks in a top floor unit are due to wear and tear of the water-proofing membrane in the roof, the Town Council would be responsible for the repair of the water-proofing membrane. HDB will then repair the spalling concrete within the top floor unit under HIP.
