Mr D. S. Marshall asked the Chief Minister what steps, if any, are being taken to bring the Legal Aid and Advice Ordinance, 1956, into operation; which portions thereof it is intended to bring into operation first, and when.

The Chief Minister (Mr Lim Yew Hock): Mr Speaker, Sir, discussions were held with representatives of the Bar Committee towards the end of August with a view to clearing away difficulties which might prevent the Bar Committee recommending the profession to give its support to the measure. Since then, other and more urgent matters have been occupying my attention. I hope, however, that further progress will be made in this matter in the near future. In the meanwhile, I am unable to give the hon. Member the other information which he seeks.

Mr Marshall: Sir, I would ask the Chief Minister what prevents the establishment now of the Department for Legal Aid and Advice? It takes time to appoint officials and to have an organisation. Why do we not start now?

The Chief Minister: Sir, it is felt that before we start organising the Department, the co-operation of the Bar Committee should be assured to this Government.
