Mr Lim Cher Kheng asked the Chief Secretary if he has made an assessment as to whether public opinion of Singapore is in favour or against Singapore's becoming a base of the South-East Asia Treaty Organisation, and if he will make a statement on the policy of the Singapore Government with regard to that Organisation.
Mr David: Sir, I have made no such assessment. Defence and external relations are the responsibility of the United Kingdom Government and the Singapore Government is not called upon to frame a policy in this matter.
