The Minister for Finance (Dr Goh Keng Swee): Mr Speaker, Sir, I have the Yang di-Pertuan Negara's recommendation that this Bill be proceeded with.
Sir, I beg to move, "That the Bill be now read a Second time."
Under section 97 (2) of the Singapore (Constitution) Order in Council, 1958, the Minister for Finance may at any time before the end of the year introduce into the Assembly a Supplementary Appropriation Bill containing Supplementary Estimates voted by the Assembly during the year.
In the course of this year, two Supplementary Estimates were approved by the Assembly for expenditure out of the Consolidated Fund. The expenditures from the Development Fund fall to be dealt with under the Development Fund Ordinance, 1959, and do not have to be included under any Appropriation Bill. The two Supplementary Estimates approved by the Legislative Assembly were $2,312,190 as the First Supplementary Estimates, and $212,240 as the Third Supplementary Estimates, giving a total excess expenditure of $2,524,430 over the authorised expenditure of $246,646,260 in the 1960 Estimates. These excesses are detailed in the Schedule to the Bill and have received the consent of the Legislative Assembly.
Sir, I beg to move.
Question put, and agreed to.
Bill accordingly read a Second time.

Mr Speaker: Will the Minister proceed with the Third Reading?
Dr Goh Keng Swee: Mr Speaker, Sir, I beg to move, "That the Bill be now read a Third time."
