Mr S. Vasoo asked the Minister for National Development what actions are being taken by the government to make buildings more accessible to the disabled.
Mr Teh Cheang Wan: Mr Speaker, Sir, in the design of new public buildings, the Public Works Department incorporates amenities for the accessibility of the disabled, where feasible and practical. Ramps, handrails and toilet facilities are provided. These facilities also serve children and the aged. Changi Airport is an example of a complex in which handi- capped people have access. New public libraries also provide accessibility.
The HDB has also given consideration to the handicapped. Where physical conditions and cost-effectiveness permit, barrier-free features are provided in HDB estates, such as ramps leading to the lift lobby from footpaths. Recently, additional features have been incorporated for new HDB blocks where physically possible, such as linkages from a block of flats to other parts of the HDB estate.
The HDB has also taken administrative measures to assist the disabled. For example, priority is given to them in the selection of ground-floor or lower-floor flats or flats on lift landing floors. Approval is also given for the construction of a ramp outside flats occupied by disabled persons. Flexibility is also exercised in granting ad hoc requests to aid mobility.
