Mr David Hoe asked the Coordinating Minister for Public Services and Minister for Defence (a) what proportion of SAF Full-time National Servicemen have activated their accounts, enrolled in and completed courses under SkillsFuture@National Service, including those after their Operationally Ready Date; (b) whether the Ministry assesses that the current take-up and completion rates are satisfactory; and (c) what further measures the Ministry and its programme partners are exploring to increase participation and course completion.

Mr Chan Chun Sing: The SkillsFuture@National Service Learning eXperience Platform (SF@NS LXP) provides Full-time National Servicemen (NSFs) with unlimited access to over 50,000 online courses, resources from Government agencies, industry partners and Education Institutions, and a job and course portal.

The platform is offered to all NSFs upon enlistment, as part of the Ministry of Defence's (MINDEF's) and the Ministry of Home Affairs' (MHA's) efforts to recognise NSFs' contributions and facilitate their transition to employment and further studies after full-time NS. SF@NS LXP accounts are valid for two years upon activation.

As NSFs have military training and duties, the platform is intended for their self-directed learning and development. Most NSFs tap on the SF@NS LXP in their second year of NS, to support their post-Operationally Ready Date plans.

Since its implementation in November 2022, 89% of all NSFs have registered for a SF@NS LXP account, 53% of all NSFs have started on at least one course on the platform, and 51% of all NSFs have completed at least one course.

MINDEF and MHA continue to work closely with our partners to encourage more NSFs to maximise opportunities provided by the SF@NS LXP, and curate course content to better align with NSFs' interests.
