Mr Shawn Loh asked the Minister for National Development following the removal of the 15-month wait-out period for private property owners purchasing non-subsidised HDB resale flats, (a) whether there has been any discernible impact on resale and rental prices, including Cash-Over-Valuation; (b) what feedback the Ministry has received on such impact, particularly from first-time buyers; and (c) how the Ministry intends to address any unintended effects on housing affordability.

Mr Chee Hong Tat: The 15-month wait-out period for private residential property owners (PPOs) and ex-PPOs to purchase a non-subsidised Housing and Development Board (HDB) resale flat was removed on 28 July 2026.

Thus far, there has been no discernible impact on resale and HDB open market rental prices, including Cash-Over-Valuation. HDB's flash estimate of the third quarter of 2026 Resale Price Index showed that resale prices decreased by 0.2% from second quarter of 2026.
