Mr Abdul Muhaimin Abdul Malik asked the Minister for National Development whether a change of residential address will require owners to reduce the number of cats to two even though all the current cats are already licensed under the Cat Management Framework pre-September 2024.
Mr Chee Hong Tat: The Cat Management Framework, which introduced cat licensing, came into effect on 1 September 2024. Cat owners who change their residential address must apply to the Animal and Veterinary Service to update their cat licences. They will not be required to reduce their number of cats if the cats were owned before 1 September 2024 and licensed during the transition period between 1 September 2024 and 31 August 2026.
