TRANSFER OF POWERS AND INTERPRETATION ORDINANCE, 1949

Mr W. A. C. Goode: Sir, this is a very simple matter with a complicated procedure. Way back in 1945 the British Military Administration issued a proclamation to give power to reduce the consumption of electricity and to restrict supplies to consumers because at that time, as all Members know, the power station was most grievously over-laden.

We are now in the fortunate position of having a modern power station and it is no longer necessary to have the powers to restrict consumption. It has therefore been decided that that proclamation should be cancelled. This is done by the Governor in Council making an order which includes that proclamation in the Schedule to the Transfer of Powers and Interpretation Ordinance, 1946. The Schedule lists those proclamations which are cancelled. It is, however, necessary for this Assembly to approve the order including a proclamation in the Schedule. Thus this motion seeks the approval of this Assembly to cancelling the Electricity (Restriction of Consumption) Proclamation issued in 1945.

Sir, I beg to move,

That this Assembly, pursuant to subsection (2) of section 4 of the Transfer of Powers and Interpretation Ordinance, 1949 (No. 9 of 1949), resolves that the additions to the First Schedule to the Transfer of Powers and Interpretation Ordinance, 1946 (No. 2 of 1946) made under section 16 of the said Ordinance of 1949 and published as Notification No. S 10 in the Gazette Supplement No. 3 of the 13th day of January, 1956, as contained in Sessional Paper No. S.L. 2 of 1956, be and are hereby approved.
