RAFFLES LIGHTHOUSE BOMBING AREA RULES, 1956

The Chief Secretary (Mr W. A. C. Goode): Sir, I move the motion standing in my name,

That this Assembly, pursuant to subsection(4) of section 12 of the Military Manoeuvres Ordinance (Chapter 103), resolves that the Raffles Lighthouse Bombing Area Rules, 1956, published as Notification No. S 107 in the Gazette Supplement No. 769 of the 29th March, 1956, as contained in Sessional Paper No. S.L. 15 of 1956, be approved.

Sir, this motion seeks approval of the Rules contained in Sessional Paper No. 15 which has been laid before this Assembly and those Rules in turn arise out of a previous Paper No. 14 which contained a Proclamation declaring a new bombing range in the vicinity of Raffles Lighthouse. That range having been proclaimed, it is now necessary for the Air Officer Commanding, who is the proper authority, to make these Rules for the safety of persons in that area and the approval of this Assembly is required for those Rules. I should perhaps add, Sir, that before proclaiming this new area, we have had very detailed discussions and consideration involving all the departments which are interested. Those are the Rural Board on behalf of the islanders, the Master Attendant, Shipping, Marine Police, Civil Aviation and particularly the Fisheries Department; and the upshot of the discussions is that this area has been agreed as a suitable one for a bombing range and it has been agreed that there will be no inconvenience or danger to people who live or have their livelihood in the vicinity. Accordingly, I ask this Assembly's approval of those Rules.
