Legislative Assembly of Singapore · 28 November 1963 · 3rd Legislative Assembly

Official Report, 28 November 1963, Vol 22, Issue 2 · Open in the reader (summaries, search, filters)

The Parliamentary Secretary to the Prime Minister (Inche Yaacob Bin Mohamed Al-Haj) (on behalf of the Prime Minister): (In Malay): Mr Speaker, I have been asked by the Prime Minister to move the motion standing in his name, viz.,

That this Assembly in accordance with section 4 of the Foreshores Ordinance (Chapter 246) approves the reclamation by Government of that portion of the foreshore and sea-bed containing an area of approximately 19 acres along South Quay as delineated on the plan which is deposited at the Land Office, Singapore.

Sir, the area to be reclaimed is within the port limits of Singapore and under section 4 of the Foreshores Ordinance where the area to be reclaimed exceeds 5,000 sq, feet, the approval of the Legislative Assembly is required for the reclamation. This motion, therefore, seeks the Assembly's approval to enable the Singapore Harbour Board, as agent of the Government, to reclaim this area. The area to be reclaimed is shown on the plan, a copy of which is in the Assembly Library, which I had earlier deposited with the Clerk for inspection by Members.

This reclamation is in connection with the further development of the East Lagoon scheme to provide for four additional berths together with ancillary equipment and buildings such as go-downs, warehouses, and so on. The reclamation is also connected with the proposals of the Singapore Harbour Board to develop the Telok Ayer Basin which includes the provision of a finger-pier for coastal vessels. This reclamation, therefore, is part and parcel of the further development of the port area in keeping with our position as the fifth largest port in the world.

Sir, I beg to move.

Question put, and agreed to.

Singapore.
