The Minister of State for Law and Home Affairs (Prof. S. Jayakumar) (for the Minister for Law): Mr Deputy Speaker, Sir, I beg to move the Motion* standing in the name of the Minister for Law, as it appears on the Order Paper.

  • The motion reads as follows:

That this Parliament, in accordance with section 4 of the Foreshores Act (Chapter 270), approves the reclamation by Government of those portions of the foreshore and seabed off the Town of Singapore containing an area of approximately 21.7 hectares as shown coloured green on the plan marked "LAND OFFICE RECLAMATION PLAN 2/81" which is deposited with the Land Office, Singapore.

Sir, the proposed intensive development of Marina South necessitates the provision of a direct high capacity road link between the reclaimed area of Marina South and the Central Area. Cross Street and Church Street will be extended across Telok Ayer Basin to provide this link. It is, therefore, necessary to reclaim those portions of the foreshore and seabed of Telok Ayer Basin as shown coloured green on the plan marked "LAND OFFICE RECLAMATION PLAN NO. 2/81 ", a copy of which is displayed in the Library of this House for the information of hon. Members. The reclamation will also yield about 21.7 hectares of valuable land linking Marina South with the financial belt of Shenton Way and the Golden Shoe Area.

The Housing and Development Board will undertake the reclamation as agent of the Government, Works on the reclamation, estimated to cost approximately $119 million, will start in January 1983 and are expected to be completed in November 1984.

Sir, I beg to move.

Question put, and agreed to.
