Mr Chiam See Tong asked the Minister for Trade and Industry how much of the total manufacturing investment commitments from Japan of $490 million in 1986 have actually been invested in Singapore to date.

BG Lee Hsien Loong: A project is booked as an investment commitment when a company takes definite steps to implement the project, such as taking a lease on a piece of land or ordering equipment. In the last few years, over 90% of the projects committed have resulted in actual investments. This generally takes place within 12 to 18 months. We would therefore expect that a high proportion, 75% to 80%, of the $490 million of Japanese investments committed in 1986 will actually come into Singapore this year and next year.
