Mr Low Thia Khiang asked the Minister for Defence what action has been taken in response to the seven irregularities highlighted by the Auditor-General concerning Unicorn International Private Limited and what measures are implemented to improve the operating control of the company.
Dr Tony Tan Keng Yam: Unicorn International conducted its own internal investigations into the 7 cases that were highlighted by the Auditor-General's Office in its report and has since taken appropriate action to rectify the irregularities. In the first three cases of double payments, the Police also conducted their own investigations, and concluded that there are no grounds for criminal prosecution. The company has recovered moneys from staff where there had been double payment. Disciplinary action in accordance with company policy and procedures has also been taken where required.
The company has reviewed its operating controls and put in place measures to further improve its systems. These relate to procedures on claims to be reimbursed based only on original invoice and receipt to avoid double payments, and more thorough checks to avoid mistakes in mileage claims.
