Ms Eileen Chong Pei Shan asked the Acting Minister for Manpower (a) whether the Approved Code of Practice for Platform Services applies to cumulative or streak-based incentives and acceptance-rate or cancellation-rate thresholds, beyond the existing provisions on per-job time limits; (b) whether changes to such schemes trigger a mandatory risk assessment review by platform operators; and (c) how many platform operators' risk assessments the Ministry has inspected since January 2025.

Ms Jasmin Lau: The Approved Code of Practice (ACOP) for Platform Services applies to the incentive schemes raised by the Member. ACOP requires platform operators to take practicable measures to mitigate and manage safety risks that may arise from how platform jobs are organised, assigned and carried out, including the design of incentive schemes. When platform operators adjust their incentive schemes, they should review their risk assessments to ensure that they remain relevant and compliant with ACOP, especially when the adjustments result in significant changes in work conditions.

The Ministry of Manpower (MOM) has engaged 21 platform operators so far on their risk assessments and conveyed the identified areas for improvement to each of the platform operators. Going forward, MOM will continue to refine our inspections of platform operators' risk assessments, taking into account the findings from the ongoing Platform Worker Safety Workgroup when they are released.
