Mr D. S. Marshall asked the Financial Secretary whether the 10 per cent fee payable on first registration of any motor vehicle is payable by the purchaser of the motor vehicle or by the seller; and whether the receipts are issued on payment to the purchaser or to the seller.
Mr Hart: It is assumed that the hon. Member refers to motor cars imported by dealers for sale locally. In such cases the additional 10 per cent registration fee is at present paid by the dealer and the receipt is given to him. The possibility of introducing an arrangement whereby the purchaser himself effects registration, or, alternatively, is given the receipt, is being explored at the present time.
