Mr Chow Chiok Hock asked the Minister for Health whether he has plans to build a government clinic in the Ulu Pandan Constituency and when such plans will be implemented.

Mr Yong Nyuk Lin: Mr Speaker, Sir, I regret having to inform the hon. Member for Ulu Pandan that there are no plans, for the foreseeable future, to build a new Government Outpatient Dispensary in Ulu Pandan Constituency. This is because of the fact that the present network of 26 Government Outpatient Dispensaries serving Singapore island have a staff of only 44 doctors whereas proper stalling would require no less than 70 doctors. It is therefore necessary to consolidate present services with whatever available staff is in service, and it is not possible to contemplate expansion until the shortage of medical staff is solved first.

I wish to add, however, that Ulu Pandan Constituency is not without Outpatient Services at present. Every Wednesday morning, the Holland Road Outpatient Dispensary operates at the Maternal and Child Health Centre (5th m.s. Holland Road), with staff from the Pasir Panjang Outpatient Dispensary. A Travelling Dispensary also visits Holland Village and Ulu Pandan area twice a week.

In addition, there are also 4 Government Outpatient Dispensaries situated next to Ulu Pandan Constituency, namely:-

(a) Bukit Timah Outpatient Dispensary.

(b) Dunearn Road Outpatient Dispensary.

(c) Pasir Panjang Outpatient Dispensary.

(d) Queenstown Outpatient Dispensary.
