Mr Cheong Yuen Chee asked the Minister for National Development and Communications whether he will consider allowing a citizen to include his or her non-citizen spouse or fiancee/fiance as a joint applicant or owner of a Housing and Development Board flat so that either party can use his or her Central Provident Fund contributions to purchase a flat.
Dr Tan Eng Liang (for the Minister for National Development and Communications): Mr Speaker, Sir, under present circumstances it would not be possible to consider allowing an applicant to include his or her spouse, fiancee or fiance who is a non-citizen as joint applicant or owner of a HDB flat. However, this rule is waived in the case of a non-citizen who is a permanent resident of Singapore.
