Mr J.B. Jeyaretnam asked the Minister for National Development if he will request the Housing and Development Board to allow occupiers of HDB apartments to have potted plants displayed outside their premises along corridors where the plants pose no danger or obstruction to other residents or passers-by.

Mr Teh Cheang Wan: It has always been the Housing and Development Board's policy to allow its flat dwellers to place potted plants along the corridors outside their flats, provided residents comply with safety and environmental requirements, e.g.

(i) Not to place potted plants on parapet walls or other precarious positions as they could be toppled over accidentally, and kill someone below,

(ii) Not to keep plants on top of racks such as to pose a danger to unwary children playing along the corridors,

(iii) Not to give rise to breeding of mosquitoes or cause chokages to rainwater pipes,

(iv) Not to cause obstructions or hinder conservancy works along the corridors.
