Mr Seah Peng Chuan asked the Chief Secretary whether he is aware that complaints have been made by some suspects, when taken to the Police Stations, that they have been assaulted by members of the Police Force and that the conduct and behaviour of some members of the Force, particularly the recruits, are very domineering; and what action does he propose to take in the matter.
Mr Goode: Yes, Sir, I am aware that such complaints are frequently made, particularly in secret society cases. Although the conduct of individual members of the Police force may not always be beyond reproach, I do not accept any general imputation against members of the force nor against recruits in particular. Every such complaint is reported to the Commissioner of Police and an immediate enquiry is made and the findings are reported to the Commissioner. I am satisfied that adequate steps are taken to investigate complaints and to take disciplinary action where justified.
