First Reading
The Assistant Minister for Local Government, Lands and Housing (Mr Tan Theng Chiang): Mr Speaker, Sir, I beg to introduce a Bill intituled "Local Government Elections (Amendment) Bill".
Bill presented and read the First time.
Second Reading
Mr Speaker: Second Reading, what day?
Mr Tan Theng Chiang: Now, Sir. Sir, I have a Certificate of Urgency signed by His Excellency the Governor in respect of this Bill.
Certificate of Urgency handed in.
Mr Speaker: The Certificate is in order. Are typed copies of the Bill available for hon. Members?
Mr Tan Theng Chiang: Yes, Sir.
Typed copies of the Bill handed in to the Clerk and distributed to hon. Members.
Mr Tan Theng Chiang: Mr Speaker, Sir, this is a very short amending Bill. It proposes that the definition of "City Council" for the purpose of the Local Government Elections Ordinance, 1957, be amended to relate it to the definition in the Local Government Ordinance, 1957, that that definition in the Local Government Ordinance, 1957, will be amended by the Local Government (Amendment) Ordinance, 1957, which has just been approved by this Assembly.
One advantage of the amendment that is now proposed is that, if in future it becomes necessary to amend the definition of "City Council", it will only be necessary to do so in the Local Government Ordinance. Sir, I beg to move.
Mr Speaker: I take it that the hon. Member is moving "That the Bill be now read a Second time"?
Mr Tan Theng Chiang: Yes, Sir.
Question put, and agreed to.
Bill accordingly read a Second time and committed to a Committee of the whole Assembly.
Assembly immediately resolved itself into a Committee on the Bill. [Mr Tan Theng Chiang].
Bill considered in Committee; reported without amendment; read the Third time and passed.
