The Minister for Commerce and Industry (Mr J. M. Jumabhoy): Mr Speaker, Sir, I rise to move the motion standing in my name,

That this Assembly, pursuant to subsection(2) of section 490 of the Merchant Shipping Ordinance (Chapter 207), resolves that the Merchant Shipping (Passenger Certificate Partial Survey Fees) (Amendment) Rules, 1957, published as Notification No. S 265 in the Gazette Supplement No. 75 dated 18th October, 1957, as contained in Sessional Paper No. S.L. 20 of 1957, be approved.

Sir, the position at present is that under the Merchant Shipping (Passenger Certificate Partial Survey Fees) Rules, 1955, the Government can only charge shipowners partial survey fees, that is fees for surveys of parts of a ship, when the ship holds a full certificate which is issued by the administration of a territory other than the Government of Singapore. The Merchant Shipping (Passenger Certificate Partial Survey Fees) (Amendment) Rules, 1957, are therefore designed to permit Government to charge such partial survey fees in all cases including those in which the current full Passenger Certificate is issued by the Colony Government.

Sir, opportunity has also been taken to include fees for the four items listed in the Rules. Sir, I beg to move.

Mr Chew Swee Kee: I second it.

Question put, and agreed to.

Resolved,

That this Assembly, pursuant to subsection (2) of section 490 of the Merchant Shipping Ordinance (Chapter 207), resolves that the Merchant Shipping (Passenger Certificate Partial Survey Fees) (Amendment) Rules, 1957, published as Notification No. S 265 in the Gazette Supplement No. 75 dated 18th October, 1957, as contained in Sessional Paper No. S.L. 20 of 1957, be approved.
