Mr Deputy Speaker: On 8th March, 1985, Parliament, by resolution pursuant to section 51B of the Parliamentary Elections Act (Chapter 50), -
(a) declared that the seat of Mr M.P.D. Nair, who had been elected a nonconstituency Member of Parliament had become vacant for the reason stated; and
(b) resolved that that seat be filled by Mr Tan Chee Kien of the Singapore United Front, the next succeeding candidate at the last general election, in accordance with the law.
The contents of the resolution were communicated to Mr Tan Chee Kien on 11th March, 1985.
I have received a letter dated 28th March 1985 from Mr Tan Chee Kien confirming that he will not be taking up the seat of non-constituency Member of Parliament.
Under section 51 B of the Parliamentary Elections Act, once Parliament had resolved in the terms of paragraph (b) of the aforementioned resolution of 8th March 1985, Mr Tan Chee Kien was deemed to be elected as a non-constituency Member of Parliament, and I take Mr Tan's letter addressed to the Speaker as a letter of resignation of his seat in Parliament.
