Mr Chng Hee Kok asked the Minister for Communications if he will "recycle" Certificates of Entitlement which have expired.

The Minister of State for Communications (Cdre Teo Chee Hean) (for the Minister of State for Communications): Mr Speaker, Sir, under the Vehicle Quota System, expired Certificates of Entitlement (COE) are recycled back into the quota. However, with effect from 29th January 1994, instead of being recycled into the same vehicle category, expired Certificates of Entitlement will be set aside for redistribution amongst all vehicle categories in the following quota year.

COEs tendered out each month represent available road space to accommodate additional vehicles on the roads. Expired COEs represent unallocated road space which if not taken up by one particular vehicle category should fairly go to other roadusers.

Mr Chng Hee Kok: Sir, will the Minister of State confirm that COEs which have been tendered for by motor cycle dealers but are not used will now be recycled and these can be converted for other vehicle COEs?

Cdre Teo Chee Hean: Mr Speaker, Sir, that is correct.
