Order for Second Reading read.

Mr Goode: Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."

The purpose of this Bill is similar to the Bill we have just considered. It seeks to transfer from the Legislative Council to the Minister powers to appoint three members to the Committee of Appeal established under the Cinematograph Films Ordinance. The previous arrangement whereby the Legislative Council appointed members to statutory boards is no longer thought to be appropriate, in view of the changed constitutional position. Sir, I beg to move.

Question proposed.

Mr R. Jumabhoy: Mr Speaker, Sir, the Hon. the Chief Secretary has just said that this change is similar to the one just moved in the Nature Reserves (Amendment) Bill. Now in the Nature Reserves Ordinance, the power of appointment is given to the Governor in Council and I will move an amendment at the Committee stage that, instead of the word "Minister", the words "Council of Ministers" or "Governor in Council" be substituted.

Question put, and agreed to.

Bill accordingly read a Second time.
