Order for Second Reading read.
The Minister for Commerce and Industry (Mr J. M. Jumabhoy): Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."
This Bill has the support of the Trade Advisory Committee. This amendment to the original Ordinance will now empower the Malayan Rubber Export Registration Board to recover the costs of proceedings and also the expenses incurred on investigations, from those who have contravened the regulations of the Board regarding packing, grading, quality standards, marking of bales and shipping of rubber.
The opportunity has also been taken to require the Board to keep its records in a written form. Though the records have been kept in a written form up till now, there has been no statutory obligation on the Board to do so.
Clause 3 provides that the Tribunal of Appeal, where it is considered to be necessary, would be empowered to extend the time allowed for the giving of notice of appeal. Sir, I beg to move.
Question put, and agreed to.
Bill accordingly read a Second time.
