Order for Second Reading read.
Mr Lim Yew Hock: Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."
Sir, this Bill is a simple and non-controversial one which seeks to make the Governor in Council, instead of the Legislative Assembly, the authority for the appointment of seven members to the Committee of Management of the Fund. This principle, Sir, has already been accepted by this House in the consideration of the Nature Reserves (Amendment) Bill and the Cinematograph Films (Amendment) Bill.
Sir, the Silver Jubilee Fund was established by the Silver Jubilee Fund (Singapore) Ordinance, 1936. The Fund was raised partly by public subscription and partly by grants from Government and the Municipal Commissioners. The Committee of Management manages and spends the money entrusted to it by the Trustees of the Fund It enquires into cases of distress and gives appropriate relief and assistance. Sir, I beg to move.
Question put, and agreed to.
Bill accordingly read a Second time.
