Dr Goh Keng Swee: Sir, I beg to move the motion* standing in my name.
*The motion reads as follows:-
That this Assembly, pursuant to subsection (1) of section 106 of the Income Tax Ordinance (Chapter 166), resolves that the Ex-Service Association of Malaya Federation of Malaya, be added to the First Schedule to the said Ordinance with effect from the 1st day of January. 1961.
The objects of the Association are to foster and maintain the spirit of comradeship amongst ex-service men, to safeguard their interests and express their views, and to raise funds for the assistance of needy ex-service men, women and their families.
The income of the Association is obtained from the Poppy Day collections and from its investments, and apart from administrative expenses is wholly expended in assisting ex-servicemen and ex-policemen. The Association assists ex-servicemen whether they are members of the Association or not.
The Association has applied for exemption from income tax by inclusion in the First Schedule.
The Malayan Board of Income Tax unanimously decided to recommend the inclusion of the Association in the First Schedule to the Income Tax Ordinance, and the Government accepts the recommendation of the Board.
The motion now before the House is that the Ex-Service Association of Malaya be added to the Schedule and thereby granted exemption from payment of income tax.
