Dr Goh Keng Swee: Sir, I beg to move the motion+ standing in my name.

+The motion reads as follows:-

That this Assembly, pursuant to subsection (1) of section 106 of the Income Tax Ordinance (Chapter 166), resolves that the First Schedule to the said Ordinance be varied with effect from the 1st day of January, 1961-

(a) by deleting item 49 thereof;and

(b) by inserting at the end thereof the following corporations:-

(i) the Titular Roman Catholic Archbishop of Singapore Malacca;

(ii) the Titular Roman Catholic Bishop of Kuala Lumpur; and

(iii) the Titular Roman Catholic Bishop of Penang.

Applications were received from the Titular Roman Catholic Bishops of Kuala Lumpur and Penang for the inc1usion of the Corporations of Kuala Lumpur, Penang and Singapore Malacca in the First Schedule to the Ordinance.

The Titular Roman Catholic Bishop of Malacca, resident in Singapore, was included in the First Schedule by resolution of the Executive Council on the recommendation of the Malayan Board of Income Tax.

On the 20th of May, 1954, the Diocese of Malacca was created an Archdiocese and its territories divided between the Archdiocese of Singapore Malacca and the new Dioceses of Kuala Lumpur and Penang.

The Roman Catholic Bishops (Incorporation) Ordinance 1957 (Federation of Malaya No. 38 of 1957) enacted that the Titular Roman Catholic Archbishop of Singapore Malacca, the Titular Roman Catholic Bishop of Kuala Lumpur and the Titular Roman Catholic Bishop of Penang should each be a body corporate which would take over those properties within its territory formerly held by the Diocese of Malacca.

The Malayan Board of Income Tax have unanimously decided to recommend approval, and the motion now before the House is that item 49 in the First Schedule to the Income Tax Ordinance, viz. "The Titular Roman Catholic Bishop of Malacca, Singapore", be deleted, and that "The Titular Roman Catholic Archbishop of Singapore Malacca", "The Titular Roman Catholic Bishop of Kuala Lumpur", and "The Titular Roman Catholic Bishop of Penang" be added to the Schedule and thereby granted exemption from payment of income tax.

Sir, I beg to move.

Question put, and agreed to.

Resolved,

That this Assembly, pursuant to subsection (I) of section 106 of the Income Tax Ordinance (Chapter 166), resolves that the First Schedule to the said Ordinance be varied with effect from the 1st day of January, 1961 ---

(a) by deleting item 49 thereof; and

(b) by inserting at the end thereof the following corporations:-
