Mr Lim Choon Mong asked the Chief Minister if he will state how far the Government has progressed towards the definition of a Singapore citizen; and whether he will make a statement.

The Chief Minister: Sir, my hon. Friend is aware that a Bill has been drafted embodying the views of the Labour Front Members of the Government on this question of granting citizenship rights to our domiciled non-British communities. This Bill has been fully discussed with our colleagues of the Alliance. It has also been discussed with the Secretary of State for the Colonies. In view of the considerations which I shall indicate in my statement on my London trip, this Bill is not being proceeded with temporarily, and if hon. Members wish supplementaries, may I respectfully suggest that they reserve them till after they have heard me on the reason why we are postponing consideration?
