Mr John Ede asked the Chief Minister if he will state what is the Government's definition of (a) a Malayan and (b) an expatriate.

The Chief Minister: If it please you, Sir, pending consideration of the Report of the Malayanisation Commission, the Government has in the past ten months proceeded on the basis that expatriates are those who are receiving or should receive expatriate allowance.

Mr Lee Kuan Yew: Does not the Chief Minister feel that the person most qualified to answer that question is the Member for Tanglin himself?
