Mr Goh Tong Liang asked the Attorney-General whether he will consider introducing amending legislation so that convicted opium addicts shall not be committed to prison but sent to anti-opium treatment centres.

Mr C. H. Butterfield: Sir, I shall be introducing a Bill to make amendments to the Dangerous Drugs Ordinance at this sitting. This Bill includes an amendment to the existing law which makes a prison sentence mandatory in the case of first offenders who are considered unsuitable for treatment at an opium treatment centre. It is not, however, intended to provide that all offenders shall be sent to such centres.
