Mr Lim Cher Kheng asked the Minister for Education whether he is aware of the public opinions expressed on the Grant-in-Aid Regulations, 1957, and whether he proposes to make amendments to the Regulations to meet them.

Mr Chew Swee Kee: Mr Speaker, Sir, the answer to the question is yes. I am aware of criticisms of grant-in-aid regulations from certain quarters, but so far I have received very few constructive proposals. These, for the most part, have involved only minor changes to remove possible causes of misunderstanding, and I have already promised that these changes will be made at an early date. I would add that the regulations are designed primarily to protect the interests of pupils and their parents, and to ensure that public funds are wisely and properly accounted for.

Mr Lim Cher Kheng: The target date set by the Minister to permit Chinese schools to apply for the full grant-in-aid is April 1. In view, however, of the important amendments promised now by the Minister, can he give an indication of when the final target date will be?

Mr Chew Swee Kee: I have already indicated, Sir, that I will make the changes to the regulations which might cause misunderstanding, and these changes will certainly be made before April 1.
