Official Report, 19 June 1957, Vol 3, Issue 12 Β· Open in the reader (summaries, search, filters)

Order for Second Reading read.

10.40 a.m.

The Chief Secretary (Mr W. A. C. Goode): Sir, I beg to move, "That the Bill be now read a Second time."

Again, Sir, this Bill is fully explained in the Explanatory Note. By substituting the Deputy Commissioner of Police for the Assistant Commissioner of Police, Criminal Investigation Department, it will be possible, under the provisions of the Licences Ordinance, to appoint the officer in charge of the Second-hand Dealers' Branch in the C.I.D. to be the licensing officer under this Second-hand Dealers Ordinance, and that will make for administrative convenience and greater efficiency.

I should perhaps add that under section 4 (2) of the Ordinance, any person who is aggrieved by the refusal of the licensing officer to grant a licence has a right of appeal to the Governor. Sir, I beg to move.

Question put, and agreed to.

Bill accordingly read a Second time.
