Release suggested in view of guarantees

8

Mr Lee Kuan Yew asked the Chief Secretary whether he is aware of the public concern at the detention under the Banishment Ordinance of Dr Chuang Chu Lin, a person reputed not to be a Communist; and whether, in view of the guarantees and assurances given by responsible Chinese educational and community leaders regarding Dr Chuang's past and future activities, the Government will consider releasing him.

The Acting Chief Secretary (Mr S. T. Stewart): Sir, as the hon. Member is now aware, the Council of Ministers has decided that Dr Chuang Chu Lin should be banished. This decision was made after very careful consideration of the case and of the representations received for and against his release.

Mr Lee Kuan Yew: Is the Hon. the Chief Secretary aware that there has been no explanation for this grave step?

Mr Stewart: Sir, as I said in my first reply, the decision has been made after very careful consideration.
