ADDITION TO FIRST SCHEDULE OF INCOME TAX ORDINANCE

The Financial Secretary (Mr T. M. Hart): Sir, I beg to move,

That this Assembly, pursuant to subsection (1) of section 106 of the Income Tax Ordinance (Chapter 166), resolves that the Council of Malayan Smallholders Association, Federation of Malaya, be added to the First Schedule to the said Ordinance.

Sir, this application has been received from the Council of Malayan Small-holders Association under section 13 (1) (e) of the Income Tax Ordinance. Exemption is effected by the inclusion of the name of the public body in the First Schedule to the Ordinance.

The Council of Malayan Smallholders Association was formed in 1956 under the auspices of the Government of the Federation of Malaya to promote, foster and protect the interests of the small-holders in the planting industry in Malaya. The original members of the Council were the Smallholders Associations of Johore, Malacca, Negri Sembilan, Perak, Pahang and Trengganu. There is provision in the constitution for the admission to membership of the council of smallholders' associations in other states and settlements, and such other smallholders' associations as the Council may decide to admit. All the income of the Council is derived from the Government of the Federation of Malaya which nominates an officer selected by the Minister for Commerce and Industry as a member of the Executive Committee of the Council. The Malayan Board of Income Tax considers that the Council may properly be included in the First Schedule to the Ordinance with effect from 1st January, 1957, and the Government accepts this advice.
