FOOD AND DRUGS REGULATIONS, 1957

The Minister for Health (Mr A. J. Braga): Mr Speaker, Sir, I rise to move the motion standing in my name,

That this Assembly, pursuant to subsection (3) of section 28 of the Sale of Food and Drugs Ordinance (Chapter 148), resolves that the Food and Drugs Regulations, 1957, published as Notification No. S. 252 in the Gazette Supplement No. 73 of 4th October, 1957, as contained in Sessional Paper No. S.L. 18 of 1957, be approved.

Sir, these regulations have been prepared in consultation with the City Council, the Rural Board, the University of Malaya and the Department of Chemistry and they have also been considered by the Medical Advisory Council which the Members of this House are aware is a body of professional experts appointed to advise me on technical and professional matters. The principle of these regulations is to revise the provisions for protecting the public against the sale of food containing injurious ingredients and against mis-description of food and drugs and to provide fuller powers to secure that food is not contaminated in the course of preparation, distribution or sale. Considerable amendments to existing regulations for the protection of the public against mis-description of food and drugs have been brought into force both in the United Kingdom and also in the Federation of Malaya and the regulations in Singapore have also been amended to bring them into line as far as possible with the existing regulations of these countries. The opportunity has also been taken to introduce in Part VI of the regulations, Sir, rules for the preparation of food.
