Mr R. Jumabhoy asked the Financial Secretary if he is aware that in the Colony's trade with Indonesia and Hong Kong it has been impossible for merchants to avoid contravening section 9 (1) of the Exchange Control Ordinance (Cap. 216); and whether he will consider introducing amending legislation or take any other steps to narrow the scope of the said section 9 (1), in particular in regard to preparatory acts done in relation to trade with non-sterling areas.
Mr Hart: I am not aware that it is impossible for merchants trading with Indonesia and Hong Kong to avoid contravening section 9 (1) of the Ordinance. They can always ask the Controller for the necessary permission.
