Mr Speaker: Committee stage, what day?

Mr Butterfield: Now, Sir. Sir, I move,

That this Assembly will immediately resolve itself into a Committee on the Bill.

Inche Abdul Hamid: Sir, I second it.

Question put, and agreed to.

Bill considered in Committee.

[Mr SPEAKER in the Chair]

Clauses 1 to 3 inclusive ordered to stand part of the Bill.

Clause 4-

Mr Butterfield: Sir, I move an amendment to clause 4 of which notice has been given,

To leave out all the words after "new section 8B" in line 3 and to insert-

"8B. For the removal of doubts it is hereby declared that a person shall be deemed not to have held or to hold an office of emolument under the Municipality or the City

Council by reason only that he has been or is in receipt of an allowance in respect of his service as a Commissioner or City Councillor as the case may be."

Sir, the purpose of this amendment is to give this removal of doubt clause a wider effect. The effect of clause 4 in its present form is restricted in the sense that it only puts beyond doubt the position of the City Councillors on the City Council. The new clause, Sir, is designed to put that position beyond doubt not only on the City Council but also where they are members of other bodies as well and the holding of an office of emolument under the City Council is a disqualification for membership of those bodies. An example of that, Sir, arises in the case of nominated trustees of the Singapore Improvement Trust.

Question, "That the words proposed to be left out, be left out," put, and agreed to.

Question, "That the words proposed to be inserted, be there inserted," put, and agreed to.

Clause 4, as amended, ordered to stand part of the Bill.

Mr Butterfield: Sir, I beg to move, "That the Bill, as amended, be reported to the Assembly."

Question put, and agreed to.

Bill reported, with an Amendment.

Third Reading

Mr Speaker: Third Reading, what day?

Mr Butterfield: Now, Sir. Sir, I beg to move, "That the Bill, as amended, be now read the Third time."

Inche Abdul Hamid: Sir, I second it.

Question put, and agreed to.

Bill, as amended, accordingly read the Third time.
