Mr Speaker: Committee stage, what day?

Mr J. M. Jumabhoy: Now, Sir. Mr Speaker, Sir, I move,

That this Assembly will immediately resolve itself into a Committee on the Bill.

Question put, and agreed to.

Bill considered in Committee.

[Mr SPEAKER in the Chair]

Clauses 1 to 13 inclusive ordered to stand part of the Bill.

Clause 14-

Mr J. M. Jumabhoy: Mr Chairman, Sir, I move,

At page 6, lines 7 to 9 inclusive, to leave out the words-

"within the next subsequent three months after any such regulations are so presented disapproving the regulations", and to insert the words-

"not later than at the first sitting of the Assembly next after the expiry of three months from the date when such regulation is so presented annulling the regulation".

The object is this: that as it stands, clause 14 (3) is not adequate. It is possible that we may not have a sitting of the Assembly within three months of the coming into force of any regulation and therefore the Members of the Assembly will not have a chance of being able to exercise their right of annulling the whole or part of any regulation. This amendment will provide that the period is not restricted to three months straightaway but to the first sitting of the Assembly next after the expiry of three months.

Amendment handed in.

The Chairman: There appears to be a typographical error. I think that the word "regulation" which appears twice in your amendment should be "regulations". The clause itself starts with the words "Such regulations...". Is that agreed?

Mr J. M. Jumabhoy: Can you explain to me further, Sir?

The Chairman: Instead of the singular, have the plural in your amendment. Instead of "regulation is" should it not read "regulations are"?

Mr J. M. Jumabhoy: Yes. I agree to that, Sir.

The Chairman: Thank you.

Question, "That the words proposed to be left out, be left out," put, and agreed to.

Question, "That the words proposed to be inserted, be there inserted," put, and agreed to.

Clause 14, as amended, ordered to stand part of the Bill.

Clause 15 ordered to stand part of the Bill.

Mr J. M. Jumabhoy: Mr Chairman, Sir, I move, "That the Bill, as amended, be reported to the Assembly."

Question put, and agreed to.

Bill reported, with an Amendment.

Third Reading

Mr Speaker: Third Reading, what day?

Mr J. M. Jumabhoy: Now, Sir. I move, "That the Bill, as amended, be now read the Third time."

Mr Goode: I second it.

Question put, and agreed to.

Bill, as amended, accordingly read the Third time.
