Mr Lee Choon Eng asked the Chief Secretary if he will give the reasons for the delay in implementing the Pawnbrokers (Amendment) Ordinance, 1957, passed by the Assembly on 25th April, 1957, and assented to on 10th May, 1957.
Mr E. B. David: Sir, the Ordinance could not be brought into force until the rules for carrying out the provisions had been made, and the drafting of appropriate rules took longer than expected. As the hon. Member is probably aware, the Ordinance and the rules were brought into force on 1st April. The Licensing Board has already called for applications.
